| Violent Crimes Victims' Assistance Program
On January 1, 1984, the Illinois Violent Crime Victims Assistance Act (P.A. 83-908) (725 ILCS 240-1, et. Seq) (89 Ill. Adm. Code 1100) was enacted to provide funding statewide for victims and witness assistance centers. The Attorney General's office was charged with the administration of this act, including the responsibility of selecting qualified applicants to receive funding to victim service programs.
The intent of the General Assembly in passing the law was twofold: first, to improve the rapport of victims and witnesses with the criminal justice system; second, to provide for faster and more complete victim recovery from the effects of the crime by providing funding to victim service programs.
Any person in Illinois convicted of a crime of violence, any other felony or misdemeanor, or certain other offenses listed in the Illinois Vehicle Code will be assessed a fine. These fines are deposited in the State Treasury as part of the Violent Crime Victims Assistance Fund.
Since 1985, the Violent Crime Victims Assistance Program has distributed over $50 million to hundreds of organizations that assist victims of violent crime. The Attorney General has increased collections for the VCVA Program to ensure that thousands of crime victims are provided with the direct services that they need.
